La Cellule nationale d’Information pour la Politique Urbaine (CIPU) et le réseau européen EUKN (European Urban Knowledge Network) ont le plaisir de vous inviter au deuxième « EUKN Policy Lab », une conférence pour l’échange d’expériences et de connaissances sur le thème « Systèmes de certification pour quartiers urbains durables » qui aura lieu le

La conférence vise à donner un aperçu des différents systèmes de certification pour quartiers durables, à discuter de la réglementation en vigueur et à présenter quelques initiatives et outils permettant de faciliter le développement de quartiers urbains durables. A travers l’étude d’expériences vécues au Luxembourg et à l’étranger, les participants devront pouvoir tirer des enseignements sur le potentiel, les risques et les limites de tels systèmes. Nous souhaitons également jeter un regard critique sur les certifications bâtiments et quartiers durables et réfléchir sur leur applicabilité au Luxembourg en tenant compte des conditions-cadres spécifiques en matière de développement urbain.

LEED has prepared a report to shed light on issues related to the local implementation of youth guarantees, drawing on the experiences of 14 local areas in 7 countries. TOGETHER - For Territories of Co-responsibility

Du fait de la crise économique, le chômage et l'exclusion sociale se manifestent aujourd’hui partout en Europe. Convaincues que ces problèmes ne peuvent être résolus que par un travail en commun des pouvoirs publics, des citoyens et des acteurs économiques, dans une approche de «  citoyenneté active », ou de «co-responsabilité», huit villes ont mis en place le projet URBACT « TOGETHER ». Partageant une volonté de réduire la distance entre le gouvernement et les citoyens, le partenariat TOGETHER a examiné comment améliorer l'inclusion sociale et le bien-être à travers des actions qui impliquent les gens au niveau de base que ce soit les parents, les usagers, les patients, les locataires, les résidents ou encore les passagers. En se basant sur le travail du Conseil de l'Europe sur la co-responsabilité, et en incluant le projet de la Charte Européenne des Responsabilités Sociales Partagées (European Charter for Shared Social Responsibilities) (2011), les partenaires de TOGETHER analysent de nouvelles façons de construire des relations productives entre les conseils, les associations civiques et des citoyens, et - par l'analyse de leurs différentes expériences - contribuent à l'élaboration de nouvelles idées relatives à la co-responsabilité.

Nouvelle brochure pour Belval

En supplément gratuit du Wort, du Quotidien et de Télécran, ainsi qu'en téléchargement. Agora édite une nouvelle brochure de présentation de Belval en langue française le mardi 17 juin. Toutes les facettes du nouveau quartier, notamment le logement, le travail, les études, la recherche et les loisirs, y sont abordées sur près de 20 pages. Au centre de la plaquette figurera un plan contenant de nombreuses informations sur les bâtiments achevés et en cours de construction, les possibilités d'accès et de stationnement ainsi que les transports publics.
La brochure au format A5 paraîtra sous forme d'annexe du Télécran, du Wort et du Quotidien.

SURE - Socio-economic methods of Urban Regeneration in Deprived Urban Areas

Le projet URBACT « SURE » appuie les petites villes ou les villes moyennes à élaborer des stratégies pour la régénération sociale, économique et physique de leurs quartiers centraux défavorisés. Les petites municipalités peuvent manquer de l'expertise et des ressources pour lutter contre le réseau complexe de problèmes qui causent les zones urbaines à dégrader. Le partenariat du projet SURE a trouvé beaucoup de «bonnes pratiques» sur la régénération intégrée basées sur les expériences des grandes villes, malgré les calculs de la Commission européenne selon lesquels 56% de la population urbaine de l'Europe vit dans les petites et moyennes villes (Cities of Tomorrow, 2011). En réponse, pendant trois ans, les villes partenaires ont échangé leurs expériences et fait des enquêtes sur des moyens visant à développer des stratégies intégrées de régénération socio-économique qui s'appuient sur leurs forces et opportunités. Les thèmes principaux couvrent le tourisme, les entreprises et les rénovations physiques.

Dans le cadre de l’initiative européenne intitulée «Villes de demain – Action aujourd'hui» (Cities of Tomorrow – Action Today) six rapports thématiques sur les menaces identifiés pour les villes de demain ont été publié fin 2013 (disponibles uniquement en anglais):

ROMA-NeT - Integration of Roma Population

Avec 10 à 12 millions de membres, la population rom constitue la plus grande minorité en Europe. Leurs communautés varient en termes de culture et de religion, de statut juridique, de langue, des modèles d’implantation, et des périodes de migration. Cependant, malgré les efforts déployés aux niveaux local, national et européen, dans de nombreux pays, les Roms montrent des niveaux élevés d'exclusion sociale de l'emploi, de l'éducation, de la santé et des services sociaux ainsi que des taux élevés d'analphabétisme et une faible fréquentation scolaire. De nombreux Roms vivent dans des quartiers isolés où le surpeuplement et le manque d'infrastructures de base contribuent à une mauvaise santé. Le projet URBACT ROMA-NeT a été lancé par neuf villes européennes pour aider à améliorer l'inclusion sociale et l'intégration de leurs populations roms. Le projet ROMA –NeT a été construit sur la conviction que l'intégration des populations roms est essentielle dans une société cohésive, en ligne avec les objectifs à long terme de la Commission européenne, et que les villes ont un rôle central essentiel à jouer si l'inclusion des Roms est censée de passer d'un concept théorique à une réalité qui fonctionne. Pendant trois ans, les villes partenaires ont étudié comment surmonter les attitudes négatives et améliorer la concertation et le dialogue avec la communauté rom. Ils ont travaillé afin d’identifier des moyens pour améliorer la cohésion de la communauté et de l'engagement, l'emploi et l'éducation, la santé et le logement, ainsi que la gouvernance et la politique communautaire. Une grande partie de leur travail a été axé sur une approche d’inclusion étape-par-étape, en particulier, pour les jeunes Roms et leur transition vers des citoyens adultes actifs.

OP-ACT - Options of Actions - Strategic Positioning of Small and Medium-sized Cities

Pendant des siècles, l'Europe a connu une forte croissance urbaine, mais la désindustrialisation et la récente crise économique ont provoqué une baisse de la puissance économique, des populations et du taux d’emploi dans de nombreuses villes européennes. Selon le projet de recherche « SHRINK SMART » (2009-2012), financé par l'UE, 40% des villes européennes de taille moyenne ont connu une diminution de la population au cours des dernières décennies. Ces villes sont confrontées à une décision: continuer à essayer de retrouver la croissance, ou opter pour une gestion durable de décroissance, un processus souvent plus compliqué à gouverner que la croissance.
Le projet URBACT « OP-ACT » est la réaction de dix petites et moyennes villes face aux défis du changement démographique et du déclin de la population. Comme ces villes sont confrontées au double dilemme du besoin d'agir et de devoir diminuer les moyens financiers, les partenaires d’OP-ACT ont porté sur les questions les plus urgentes. Ensemble, ils ont identifié un plan d'action stratégique pour réussir de la restructuration des villes en stagnation ou en déclin.

Bayonne: Restoring Buildings and Citizen Participation with URBACT

Europe’s old towns reflect the continent’s long and articulated history. Their beauty attracts visitors from all over the world, making their dwellers proud of their cultural heritage. However, living in a historical centre is often challenging: poor living conditions inherited from past concepts of urban space and architecture clash with the need for comfort of its inhabitants. The need for sustainability and energetic performance in renovation represents an additional challenge that needs to be coped with. To tackle this challenge, the city of Bayonne (France) decided to embark on an URBACT journey with partners from all over Europe.

Placemaking: Kick-starting a Social Process

Placemaking connects communities, engenders public debate, promotes social inclusion and enhances the quality of life. The growing interest in placemaking as a social process calls for new approaches to urban design, planning and governance. URBACT’s Placemaking Four Cities (P4C) project focuses on the engagement of communities and the empowerment of citizens to take the lead in the placemaking process. An introduction to the methods used in a Practice Transfer Network between Dun Laoghaire (Ireland), Albacete (Spain), Eger (Hungary) and Pory (Finland).

Measuring the URBACT Interference Effect

What does Indicators – Curse or Blessing tell us about urban policies?  First, that framing the objective is the key to good implementation.  When we frame the objective in terms of being healthy we open up more options than when we focus on measuring losing weight. Second, that we need to focus on results first and indicators second.  Don’t let someone tell you that something can’t be measured (for example organisational change or social capital). The same was said of quality of life, wellbeing and happiness which are now being touted as replacements for Gross Domestic Product (GDP).

Dutch government offers incentives to RFSC cities

Ten RFSC Ambassador Cities and two peer group of cities in The Netherlands will start using the RFSC in due time. The mobilization of the Dutch cities will get a boost by incentives of the Dutch government in the form of training offer and networking support. Ten middle-sized cities have been preselected and they got in the first week of March a personal invitation by the Ministry of Interior and Kingdom Relations to join an intensive coaching, learning and exchange program. Telos – supported by the RFSC Secretariat – will coach and train the cities to become  RFSC Ambassador Cities. Telos is the Brabant Centre for Sustainable Development linked to Tilburg University. It supports sustainable development with awareness raising social learning and instruments such as benchmark studies, People Planet Profit scans and Sustainability Balances. Recently, Telos published the sustainability score of hundred Dutch municipalities.

ET2050 - Territorial Scenarios and Visions for Europe

Policymakers in the field of territorial development and cohesion are in need of a future oriented and integrated vision on the development of the European territory. Therefore the ESPON Programme started a territorial vision-building process following a participatory process and involving relevant stakeholders at European, national and regional level. This vision has a strategic character that allows giving direction to the policy debate on territorial development. L’EPA Alzette-Belval organise, les 13 et 14 juin 2014 à la mairie de Villerupt (F),  une exposition des travaux portant sur le territoire Alzette-Belval réalisés par les étudiants des Ateliers d’Innovation Urbaine de l’Université de Lorraine, de l’école d’Architecture de Strasbourg et de Sciences Po Paris.
A cette occasion, vous pourrez également découvrir le projet photographique « Mon paysage au quotidien » mené par des élèves de 6ème et de 4ème du collège Lionel Terray d’Aumetz.
Cette exposition sera ponctuée de tables rondes animées par les équipes de maîtrise d’œuvre urbaine et des représentants des institutions universitaires concernées.

Letting the city breathe: Vienna’s green facades programme is helping mitigate temperature extremes in buildings.

During the summer months densely populated cities like Vienna heat up intensely and then experience severe drops in temperature in the winter months. With the city’s ‘greening facades and roofs initiative, launched in 2010, Vienna has managed to improve the city’s overall CO2 balance and mitigate these differences in temperature.

Barcelona, Venice and Florence are leading a project to create an International Day of Markets recognised by UNESCO. These cities are working to engage international institutions like UNESCO and UN Habitat to get their support for an International Day of Markets to be held in the spring of 2014. More than 25 cities have already given their support to the initiative.

Neighbourhood company Bilgaard reactivates local community in Leeuwarden

Commercial parties help the neighbourhood of Bilgaard in the Dutch city of Leeuwarden to get organised and create local jobs and added value. 'Bilgaard' is the first so-called neighbourhood company in the Netherlands. It was founded by private companies, but management will be transferred to local residents once the company's activities have become profitable. The company predominantly looks at ways of collectively purchasing goods or services (e.g. energy or health care), and employs local residents to perform these tasks.

The how and why of knowledge hubs in European cities

The development of so-called 'knowledge locations' is a popular local economic development tool. Many cities around the world have created their own knowledge hubs, including for example science parks, knowledge campuses or creative districts. However, we actually do not know a lot about the benefits of these kinds of knowledge locations. In his PhD thesis 'Knowledge Locations in Cities', Luís Carvalho sheds light on this question, and explores how knowledge locations have emerged and developed over time.

Thessaloniki Youth Capital helps find solutions for youth unemployment

Greece has been in the news a lot lately. The country is deeply suffering from the effects of the economic crisis, and has to deal with high rates of youth unemployment and political turmoil. In these turbulent times, Greece also holds the presidency of the Council of the European Union, and one of its largest cities, Thessaloniki, is European Youth Capital 2014. EUKN talked to Babis Papaioannou, coordinator of Thessaloniki European Youth Capital, to find out how this programme contributes to the situation of young people in his city.

Fachtagung über die Innenstadtverträglichkeit von Einkaufszentren

Unter welchen Voraussetzungen können Einkaufszentren Klein- und Mittelstädte stärken? Und wie lassen sich die großen Einzelhandelsformate mit positiven Impulsen für den Bestandseinzelhandel und die Innenstadtstrukturen ansiedeln? Darauf gab die Fachtagung „Innenstadtverträgliche Ansiedlung innerstädtischer Einkaufszentren in Klein- und Mittelstädten“ am 12. Februar 2014 in Bingen fachliche und praktische Antworten.

The European Commission is stepping up its support to towns and cities through the recently adopted Urban Mobility Package. The Commission will reinforce the exchange of best practice, provide targeted financial support and invest in research and development. In addition, it is encouraging the development of sustainable urban mobility plans to stimulate a shift towards cleaner and more sustainable transport in urban areas.

Le ministre de l’Intérieur présente la nouvelle brochure «Plan d’aménagement général – degré d’utilisation du sol»

La loi modifiée du 19 juillet 2004 concernant l’aménagement communal et le développement urbain a fait l’objet d’une série d’ajustements en juillet 2011. Cette révision de la loi avait pour finalité première de simplifier substantiellement les procédures et de permettre aux communes d’élaborer des plans d’aménagement général plus opérationnels.

C’est dans le cadre d’une démarche proactive d’information et de sensibilisation concernant l’élaboration de ces plans que le ministre de l’Intérieur Dan Kersch présente une nouvelle brochure intitulée «Plan d’aménagement général – degré d’utilisation du sol»

Les petites et moyennes villes en Europe (projet TOWN)

Le développement équilibré et polycentrique de l’espace européen constitue un objectif phare de la politique régionale européenne. Le programme ESPON avait jusqu’à présent largement mis en évidence le rôle des métropoles et de l’économie dans ce contexte. Le projet TOWN s’intéresse plus particulièrement au rôle des petites villes dans ce système polycentrique. Le projet analyse donc les fonctions des petites et moyennes villes dans le développement territorial régional et quel rôle elles peuvent jouer dans la mise en oeuvre des objectifs de la stratégie Europe 2020 pour une croissance intelligente, durable et inclusive.

François Bausch se sont engagés à promouvoir davantage la mise en œuvre des objectifs, des planifications et des projets du processus de développement du Sud-Ouest de l’agglomération de la ville de Luxembourg.
A travers cette convention, les parties se donnent les moyens pour créer un poste à raison de 40 heures par semaine pour la gestion de tâches administratives et techniques pour les besoins inhérents à la « Convention DICI ». Le lieu d’affectation est l’administration communale de la Ville de Luxembourg ou un futur « Bureau DICI ».

Cities in Action for Social Housing: Residents form central link in creating sustainable social housing

Many European cities are currently dealing with the question of how to make social housing more energy efficient and sustainable, without leading to skyrocketing costs. Cities in Action for Social housing (CASH) was an URBACT-network consisting of 11 European cities and regions, which focused on this important and complex challenge. It did not only look at financial Solutions, but also considered the technical side of energy efficiency, legal frameworks, forms of successful project management, local energy production and – very importantly – resident participation.

The Committee of the Regions (CoR), together with the Region of Attica, will organise the 6th European Summit of Regions and Cities in Athens on 7 and 8 March 2014 at a key political moment for the future of Europe.

Le Ministère du Développement durable et des Infrastructures, Département de l’aménagement du territoire, est depuis 2010 partenaire dans un projet INTERREG IVB qui traite plus particulièrement de la planification et de la réalisation de zones d’activités économiques selon le principe Cradle-to-Cradle® (C2C). Le projet « C2C BIZZ » sera terminé fin 2014 avec un manuel d’action montrant comment développer des zones d’activités économiques C2C. C2C est un concept économique adoptant une approche holistique et intégrée. Il est basé sur trois principes, qui, dans la nature, assurent le fonctionnement et la stabilité des écosystèmes: le cycle perpétuel du matériel, l'énergie renouvelable, et la diversité.
La conférence s’adresse aux décideurs politiques et aux techniciens des communes et syndicats intercommunaux, ainsi qu’aux entreprises intéressées.

Territoriales Potenzial der “grünen Wirtschaft” (GREECO-Projekt)

Die Europa 2020-Strategie zeigt, dass durch den Übergang zu einer “grüneren Wirtschaft” Umweltprobleme und soziale Ungleichheiten gelöst sowie gleichzeitig Wirtschaftswachstum und Arbeitsplätze geschaffen werden können. Innerhalb des Ansatzes zum “grünen Wirtschaften” wird vor allem ein Wachstum in Bereichen wie erneuerbarer Energien, Landwirtschaft, Wasser- und Abfallentwicklung erwartet. Transport, Tourismus und Forstwirtschaft sind Beispiele für andere Sektoren, die durch die Entwicklung im Bereich des nachhaltigen Wirtschaftens positiv beeinflusst werden könnten. Jedoch erfordert das “grüne Wirtschaften” Rahmenbedingungen für Investitionen und die Formulierung kohärenter Politikpakete. Aus diesem Grund sind integrierte Maßnahmen auf EU-Ebene sowie auf nationaler, regionaler und lokaler Ebene notwendig.

Evidence Brief “Secondary cities as important growth poles”

Europas „Sekundär-Städte“ sind wichtige Wachstumspole und bieten in vielen Fällen große Entwicklungspotenziale. Innerhalb des nationalen Städtesystems spielen sie eine wichtige Rolle und können sich sogar besser als die Primär-Städte/Hauptstädte entwickeln (vor allem im Hinbick auf Ökonomie und Soziales). Daher tragen die Sekundärstädte wesentlich zur wirtschaftlichen Entwicklung in Europa bei und sind entscheidend im Hinblick auf das Erreichen der Ziele des intelligenten, nachhaltigen sowie integrativen Wachstums im Rahmen der Europa 2020-Strategie. Der Schwerpunkt des Evidence Brief liegt auf der Betrachtung verschiedener Entwicklungsfaktoren von Sekundärstädten vor allem hinsichtlich der ökonomischen Faktoren und sozialen Attraktivität. Jedoch wurden aufgrund der Bevölkerungskriterien der Studie keine Sekundärstädte für Luxemburg definiert.

Publication des résultats du projet OP-ACT - Options of Actions (Strategic Positioning of Small and Medium-sized Cities)

Pendant des siècles, l'Europe a connu une forte croissance urbaine, mais la désindustrialisation et la récente crise économique ont provoqué une baisse de la puissance économique, des populations et du taux d’emploi dans de nombreuses villes européennes. Selon le projet de recherche « SHRINK SMART » (2009-2012), financé par l'UE, 40% des villes européennes de taille moyenne ont connu une diminution de la population au cours des dernières décennies. Ces villes sont confrontées à une décision: continuer à essayer de retrouver la croissance, ou opter pour une gestion durable de décroissance, un processus souvent plus compliqué à gouverner que la croissance.

Le projet URBACT « OP-ACT » est la réaction de dix petites et moyennes villes face aux défis du changement démographique et du déclin de la population. Comme ces villes sont confrontées au double dilemme du besoin d'agir et de devoir diminuer les moyens financiers, les partenaires d’OP-ACT ont porté sur les questions les plus urgentes. Ensemble, ils ont identifié un plan d'action stratégique pour réussir de la restructuration des villes en stagnation ou en déclin.

Publication des résultats du projet ROMA-NeT (Integration of Roma Population)

Avec 10 à 12 millions de membres, la population rom constitue la plus grande minorité en Europe. Leurs communautés varient en termes de culture et de religion, de statut juridique, de langue, des modèles d’implantation, et des périodes de migration. Cependant, malgré les efforts déployés aux niveaux local, national et européen, dans de nombreux pays, les Roms montrent des niveaux élevés d'exclusion sociale de l'emploi, de l'éducation, de la santé et des services sociaux ainsi que des taux élevés d'analphabétisme et une faible fréquentation scolaire. De nombreux Roms vivent dans des quartiers isolés où le surpeuplement et le manque d'infrastructures de base contribuent à une mauvaise santé. Le projet URBACT ROMA-NeT a été lancé par neuf villes européennes pour aider à améliorer l'inclusion sociale et l'intégration de leurs populations roms. Le projet ROMA –NeT a été construit sur la conviction que l'intégration des populations roms est essentielle dans une société cohésive, en ligne avec les objectifs à long terme de la Commission européenne, et que les villes ont un rôle central essentiel à jouer si l'inclusion des Roms est censée de passer d'un concept théorique à une réalité qui fonctionne. Pendant trois ans, les villes partenaires ont étudié comment surmonter les attitudes négatives et améliorer la concertation et le dialogue avec la communauté rom. Ils ont travaillé afin d’identifier des moyens pour améliorer la cohésion de la communauté et de l'engagement, l'emploi et l'éducation, la santé et le logement, ainsi que la gouvernance et la politique communautaire. Une grande partie de leur travail a été axé sur une approche d’inclusion étape-par-étape, en particulier, pour les jeunes Roms et leur transition vers des citoyens adultes actifs.

Publication des résultats du projet SURE (Socio-economic methods of Urban Regeneration in Deprived Urban Areas)

Le projet URBACT « SURE » appuie les petites villes ou les villes moyennes à élaborer des stratégies pour la régénération sociale, économique et physique de leurs quartiers centraux défavorisés. Les petites municipalités peuvent manquer de l'expertise et des ressources pour lutter contre le réseau complexe de problèmes qui causent les zones urbaines à dégrader.

Le partenariat du projet SURE a trouvé beaucoup de «bonnes pratiques» sur la régénération intégrée basées sur les expériences des grandes villes, malgré les calculs de la Commission européenne selon lesquels 56% de la population urbaine de l'Europe vit dans les petites et moyennes villes (Cities of Tomorrow, 2011). En réponse, pendant trois ans, les villes partenaires ont échangé leurs expériences et fait des enquêtes sur des moyens visant à développer des stratégies intégrées de régénération socio-économique qui s'appuient sur leurs forces et opportunités. Les thèmes principaux couvrent le tourisme, les entreprises et les rénovations physiques.

Le programme de coopération transnationale INTERREG Europe du Nord-Ouest pour la période 2014-2020, est actuellement en cours d'élaboration!

Les 8 pays participants, en lien avec l'Autorité de Gestion et le Secrétariat conjoint du programme, ont élaboré un projet de programme de coopération. L'impact environnemental de ce programme a également fait l'objet d'une évaluation.

Au cours des prochaines semaines (deadline 30 mai), le programme souhaiterait recueillir les commentaires et avis sur ce projet de programme auprès de toute personne ou organisation concernée, à savoir les autorités locales, nationales, les partenaires économiques et sociaux ainsi que des organismes représentant des groupes thématiques et la société civile, dont les partenaires environnementaux, les organisations non gouvernementales et autres.

Un questionnaire en ligne est disponible (en différentes langues) afin de recueillir les commentaires.

Bayonne: Restoring Buildings and Citizen Participation with URBACT

Europe’s old towns reflect the continent’s long and articulated history. Their beauty attracts visitors from all over the world, making their dwellers proud of their cultural heritage. However, living in a historical centre is often challenging: poor living conditions inherited from past concepts of urban space and architecture clash with the need for comfort of its inhabitants. The need for sustainability and energetic performance in renovation represents an additional challenge that needs to be coped with. To tackle this challenge, the city of Bayonne (France) decided to embark on an URBACT journey with partners from all over Europe. As part of this experience, the municipality had to gather relevant stakeholders and work with them to draft a local action plan. The Local Support Group set up in this perspective quickly became a driver in mobilizing citizens and local organizations around the “eco-restoration” agenda.

Traffic: Blocking Our Roads, But More Importantly- Blocking Our Airways

According to the European Environment Agency there has been some success in reducing ambient air pollution levels in Europe , particularly during the first decade of this century (lowered levels of sulphur dioxide, lead, carbon monoxide and benzene). But despite this encouraging news, cynics might advise those of us awaiting more comprehensive and lasting improvement in air quality, not to hold our breaths – yet if that was a realistic option perhaps it is precisely what we should do.

The Final Draft version of URBACT III Operational Programme is ready.  It is now up to the wider EU public to give their opinions on the future of URBACT.
The public consultation on the final draft version of the Operational Programme for URBACT III was launched on the 15th of April and will stay open until the 13th of May.

Consultation publique – Le programme URBACT 2014-2020

Le Programme européen URBACT est actuellement en cours d’élaboration. Les pays participants ont élaboré un projet de programme de coopération. Dans ce contexte, du 16 avril au 15 mai 2014, le programme souhaiterait recueillir les commentaires et avis sur ce projet de programme auprès de toute personne ou organisation concernée, à savoir les autorités locales, nationales, les partenaires économiques et sociaux ainsi que des organismes représentant des groupes thématiques et la société civile, dont les partenaires environnementaux, les organisations non gouvernementales et autres.

Vous êtes donc invité à participer à la consultation publique nationale organisée par le Département de l’aménagement du territoire du Ministère du Développement durable et des Infrastructures. The ongoing economic crisis, growing energy instability and resource scarcity call for a shift to sustainable economies. The 6th Local Renewables Conference puts particular emphasis on the key role of the local level and the importance of renewable energy and improvement of energy efficiency in this shift. Cities are increasingly looking into making best use of the available resources within their region and move beyond mere consumption to replenishment and even production of energy resources. Yet, questions remain on how to steer and facilitate this transition. How can local governments embrace clean energy and tackle the challenge to making their cities ‘renewable’?

Décembre 2011 - Nouevau appel à projets URBACT

3e appel à projets pour la création de Réseaux thématiques

Suite à la décision du Comité de suivi URBACT II du 14 novembre 2011, le 3e et dernier appel à projets est ouvert pour la création de 19 nouveaux Réseaux thématiques.

Les Réseaux thématiques approuvés dans le cadre de cet appel devront se consacrer à l'échange et l'apprentissage entre villes européennes, à tirer les leçons de ces échanges ainsi qu'à établir de nouveaux outils et politiques pour un développent urbain durable et intégré. En plus de la capitalisation et de la dissémination des savoirs concrets issus des échanges transnationaux, les villes partenaires s'engageront également à travailler avec les acteurs locaux pour développer un Plan d'action locale et améliorer leurs politiques locales. 

Portant sur l'une des 8 thématiques prioritaires définies pour cet appel, les villes partenaires doivent se référer aux trois défis suivants:

• Comment organiser le développement urbain dans le contexte de la crise économique et financière
• Comment soutenir les approches intégrées et durable du développement urbain
• Comment développer des partenariats efficaces et des processus de gouvernance multi-niveaux
  

Cet appel est ouvert du 9 décembre 2011 au 15 mars 2012.
